How to stop a sticky bathroom extractor?

The exhaust fan in my bathroom drips onto the floor of the bathroom constantly during the winter. Turban I had a new roof installed on the vent, thinking that would solve the problem by allowing the condensation of ventilation through the roof, but continues to leak through the exhaust fans and in my bathroom.
